Minutes of the meeting held on Thursday 7 June 2007

  1. Declarations of interest in items on the agenda:

There were none.

  1. Minutes of the previous meeting:

Minutes of the meeting held on 10.5.07 were signed as a correct record by the Chairman. Proposed by U. Cansfield and seconded by T. Martin.

  1. Matters arising from the minutes:

Internal auditor – The Chairman had not been able to make contact with a potential auditor. The Clerk had written to P. Carney as requested.

‘A new council for North Yorkshire’ – E. Bolton and B. Fisher attended the meeting convened by Harrogate Council on 14.5.07 and found it added little to information that had already been circulated. A major concern is the lack of consultation surrounding the proposals. T. Martin reported that he had completed and returned the MORI survey in line with the views of the Parish Council.

  1. Chairman’s communications:

Access to some public footpaths in Follifoot – the Chairman had followed up a complaint made by a resident concerning two public footpaths which were considered problematic to access for pushchairs and those with impairments to mobility. The first was the kissing gate to the path near to the old railway line and the second the new stile to the path accessed from Spofforth Lane. The Chairman had spoken to the NYCC Public Rights of Way Officer responsible for this area. The Officer consulted the Definitive Map and reported that the kissing gate was the correct provision for the footpath in question. The Map indicated that a gate rather than a stile should be in place on Spofforth Lane. The Chairman then met with the landowner concerned to discuss the issues. Compliance with the Definitive Map is a matter for discussion between the Local Authority and the landowner. Clerk to write to the resident.

Footpath access to Rudding Dower – a discussion held arising from concerns raised by a resident of Rudding Dower. First, was the dangerous crossing over the by-pass from Follifoot necessary to follow the path around the outskirts of Rudding Park. Vehicles travelled at high speeds along the by-pass. The possibility of erecting warning signs was discussed. The Chairman agreed to contact the Rights of Way Officer.

The high speed of vehicles travelling along Rudding Lane had also been highlighted, although it was pointed out that this was a derestricted road. It was resolved to contact NYCC Highways to request a speed survey with a view to securing a possible speed restriction.

Tree Preservation Order – a provisional order has been made on a Scots Pine at 22 Hillside. The owners of the property have requested the support of the Parish Council via District Councillor Bayliss to have the tree felled as it appears to be a potential danger to life and property. The Councillors agreed to send a letter of support to the Planning Authority.

  1. Matters concerning Plompton:

Residents have held discussions about the possibility of the introduction of ‘wheelie bins’ by Harrogate Council. They believe it would be impracticable for residents of The Square due to limited space.

  1. Standing Orders:

The Parish Council resolved to adopt the Standing Orders which had been circulated to councillors prior to the meeting. Revisions were made in order to clarify their compliance with the new Code of Conduct. Clerk to inform the Standards Board of the adoption of the Code and will seek clarification on the requirement to advertise this locally.

  1. Finance:
    • Balance at the Bank – a total of £ 9147.08 in the accounts. A receipt of £ 57.57 interest on the deposit account.
    • Request for authorisation of expenditure - £ 220 to AWJoinery for refurbishment of the Stocks and Best Kept Village tree plaques; £ 21.43 to Harrogate Council for grass cutting; £ 16.99 to the Clerk to reimburse her for purchase of a publication on accounting. Expenditure proposed by B. Butler and seconded by B. Fisher.
    • Planting around Follifoot namestones – T. Martin and B. Butler had prepared the areas and planted them with bedding planted grown and donated by B. Butler. T. Martin agreed to draw up a rota amongst the councillors for watering duties as required. The Chairman thanked them both for their work on the project and B. Butler for donating the plants.
  1. Clerks report and correspondence:

A communication from P.C. Ayre indicated there had been no reported crime in the parish in the last month. Papers received since the last meeting were circulated to the councillors.

  1. Planning:
    • Application 6.121.187.A.FUL. 07/02806/FUL – land east of Home Farm Cottages, Follifoot for erection of one detached dwelling with installation of a new package treatment plant (site area 0.045 ha) (revised location to 6.121.191.FUL). The Parish Council objected to the application.
    • Outcome of previous applications:

Hilltop House – noted that works to walls appear incomplete and to differ from plans available to the Parish Council. Clerk to write to Planning Officer.

Approved – Rudding Park – extension to driving range. Rudding Holiday Park change of use of parkland to site 3 holiday chalets.

Refused – South View – Listed Building application for first floor rear extension and internal alterations.

c) Planning applications – Clerk asked to find out if fees waived for Parish Councils.
