THE ANNUAL MEETING OF THE PARISH COUNCIL WAS HELD IN THE VILLAGE HALL ON WEDNESDAY 28th MAY 2003 AT 8.00 pm. PRESENT:
Councillors B.Fisher; J.B.Butler; A.Martin; P.Lupton; Mrs.E.Bolton; Mrs.A.Chetcuti. ELECTION OF CHAIRMAN: Agreed unanimously that Councillor Fisher is Chairman for the ensuing year. ELECTION OF VICE-CHAIRMAN: Agreed unanimously that Councillor Butler is Vice-Chairman for the ensuing year. REPRESENTATIVE TO THE VILLAGE HALL COMMITTEE: Councillor Butler agreed to represent the Parish Council. SCHOOL GOVERNORS: Councillor Mrs.Chetcuti agreed to represent the Parish Council. Councillor Fisher expressed the views of the Parish Council in a tribute to Councillor Mrs. U. Cansfield who has retired as Chairman after eleven years service. Her commitment to the Parish Community and dignity in office is much appreciated. MINUTES:
The Minutes of the previous meeting held on the 30th April 2003 having
been circulated, were adopted as a correct record. MATTERS ARISING: Subsequent to a visit to Follifoot Park Stables, a Parishioner brought to the notice of the Parish Council a suspected pollution of a ditch adjacent to the Bridle path underpass. This matter has been brought to the notice of Environment Health Department of the Borough Council, and the result of their inspection is awaited. An excess of litter in this area will also be brought to the attention of the Borough Council. REPORT ON LOCAL COUNCILS ASSOCIATION MEETING: Attended by the Clerk and Councillor Mrs. Bolton. A presentation was given at the meeting of the requirements to be met to acquire "Quality Council" status. It was felt that some of the criteria was not appropriate to smaller Parish Councils. HIGHWAY MATTERS: The Highways Authority has indicated that the programme for 2004 will include a submission for re-surfacing Follifoot Main Street. An official has visited the Memorial Bus Stop and suggested white road markings to prevent car parking at the Bus Stop. The Parish Council agreed to defer this action and to pursue further publicity with a view to achieving a clear zone for bus access. Concern was expressed that the Highways budget only allows one cut per year of roadside verges in rural areas. MATTERS CONCERNING PLOMPTON: Notification received of recommendation of approval for the road safety scheme on the A661 at Plompton Rocks. Fly tipping at Plompton Bar has been reported. Further request for a rubbish bin near Plompton Telephone Box to be made. YORKSHIRE WATER: A further visit to Main Street Follifoot has resulted in the Inspector authorising special sealing on the manhole near Pear Tree Cottage. NEIGHBOURHOOD WATCH: Following a further meeting, all Co-ordinators will make contact with all households and distribute information packs giving information on all aspects of safety from crime. It is hoped that residents of Plompton will participate at a future date. ENVIRONMENTAL ENHANCEMENT: The scheme for refurbishing the forecourt of the Post Office is at present being considered by the Borough Council. FINANCE:
It has been agreed to make a donation to the Village Hall Committee to
take the form of purchasing a new kitchen. Payment of a deposit of £1400
has been requested by the Supplier, with payment of £3750 upon delivery
in August 2003, with a final payment of £750 on completion. These
payments include VAT that is recoverable by the Parish Council. Other accounts
to be paid: - CLERKS REPORT: Correspondence - Received Annual review of CPR England; report on Harrogate District Cultural Strategy; Programme of Training for Clerks and Councillors; and Transport Group Newsletter. PLANNING
MATTERS: Notice received of a further complaint re breach of planning
regulations at Wingate Farm, Plompton.
