Present:
Chairman Councillor B.Fisher; Councillors P.Lupton; A. Martin; Mrs.E.Bolton; Mrs.A.Chetcuti; Mrs U.Cansfield.Apologies for absence from Councillor B.Butler; from County Councillor W.Brewis; and District Councillor Mrs. C.Bayliss.

Minutes: the minutes of the previous meeting held on 23rd July 2003, having been circulated, were adopted as a correct record. Proposed Councillor Martin; Seconded Councillor Mrs.A.Chetcuti.

Matters arising: Prospect tunnel area - it is understood that ongoing tests for pollution are being carried out by the Borough Council.

Chairman's communications: various directives from Central and Local Government were brought to the attention of the Parish Council.

Plompton: it was reported that satisfactory grass cutting had taken place at the entrance to the Rocks.

Environmental enhancement: work will commence shortly on the forecourt of Follifoot Post Office, with strengthened foundations to take account of heavy lorries.
The old timetable case has been complained of to the Bus Company who has requested a more suitable pole to carry up-to-date information.

Yorkshire Water: some engineering work has been carried out on Main Street, including the fitting of a new man-hole cover, and an inspection by cameras - the result of this latter exercise is awaited. However, sewage smells have recently been noted near manholes on Spofforth Road.

Saxon Cross: after discussions it was agreed to investigate the costs of a railing round the Cross, and also for a plaque to be fixed to this. Complaints of children climbing on the Cross are still being received.

Highway matters: a Parishioner has brought to the notice of the Parish Council the lack of signing on the Pannal Road/Haggs Road junction, which has been referred to the Borough Council.
Brambles on the cul-de-sac on Pannal Road are to be trimmed.
Rubbish at Kitty Corner has been cleared.
Several complaints have been received about the noise caused by heavy lorries travelling empty up Main Street, between 5.00am and 6.00am. It was suggested that bringing this to the notice of the Highway Authority could emphasise the need for Main Street to be completely re-surfaced.
The Haggs footpath will be kept open until the new path on the disused railway is open.
A sunken kerb at the end of Pellentine Road will be brought to the attention of the Divisional Surveyors.

Neighbourhood Watch: Councillor Martin reported on a recent meeting of
Co-ordinators. A leaflet is to be delivered to each household to inform of facilities available.

Finance: the final payment of £750.00p has been made on account of the donation to the Village Hall for the new kitchen.
Paid Harrogate Borough Council for grass cutting - £28.20p.

Clerks report: correspondence - notice of Local Councillors Association meeting 20th October 2003; Chairman/Clerk's Training day 25th September 2003.

Planning: Plans received for comment - by Rudding Park for renewal of permission to extend the Golf Course. The Parish Council had no objections.
By Rudding Park for additional Lodges on the Rally Field. Comment made re possible effect on sewage system to be taken into account when this application is decided; apart from that, no objections from the Parish Council.
New entrance Pannal Road for vehicles at Ridge Farm - concern that screening should take place as per Planning approval.
Councillor Mrs.Bolton requested that as Keepers Lodge is now on the market, monitoring for any further Planning applications should be undertaken.
